Continuous JOB SUMMARY This is a very responsible management position.
General function is to efficiently and effectively manage and supervise the coordination of multiple large-scale public works projects, including overseeing the time, cost and quality of construction projects.
Works independently with general supervision provided by the City Engineer.
ESSENTIAL DUTIES & RESPONSIBILITIES Performs inspections requiring the application of intensive and diversified knowledge of construction and management principles and construction practices for street paving and subgrade, ADA regulations, water, wastewater, franchise utilities, solid waste and/or drainage projects.
Conducts site inspections for new projects including dirt work, utilities, storm sewers, concrete structures, paving and franchised utility work; records general and detailed conditions by reports, photography and videography; maintains digital files and records as necessary; verifies compliance with proposed plans, specifications, City codes and ordinances, and state and federal laws; refers discrepancies with appropriate project staff members.
Establishes and maintains working relationships with project staff and contractors; answer questions and provide information to the public, City staff, and contractors regarding project progress and changes including engineering, planning and established parameters; reviews construction plans and job specifications to ensure constructability and compliance by contractors; participates in the collection of various utility information including current and proposed locations; coordinates testing with contractors; investigates citizen requests and complaints and recommends corrective action as necessary to resolve such issues.
Supervises inspection staff by scheduling, assigning, and prioritizes projects and duties; responsible for public safety and public notification; coordinates with the Engineer/Staff on scheduling pre-construction meetings, final inspections and develops a final punch list for projects prior to completion; coordinates completion of projects with other city departments to ensure completion of all project documentation; responsible for two-year inspection with contractors and City representatives.
Conducts on-site inspections of capital improvement projects.
Verifies that proper materials are used and all other conditions are in conformance with contracts and City specifications, documents and requirements.
Measures and calculates quantities for payment on contracts, and maintains redlines during construction, and confirms accuracy of record drawings at completion of construction.
Conducts weekly construction progress meetings as necessary.
Coordinates with contractors on schedules, sequencing and public safety during construction including testing of water, sanitary sewer lines and concrete, etc.
Maintains records of communication and construction activities and serves as a liaison between the owner, engineering consultant and construction contractor and sub-contracting companies, and other outside agencies such as franchise utilities regarding on-going or proposed projects.
Responsible for preparation of daily project reports, monthly pay estimates and project status reports; supervises the preparation of such reports by subordinate inspections staff; provides regular project status updates; attends staff meetings as required.
Provides technical support, education and necessary training to Construction Inspectors in the proper execution of their duties and responsibilities; monitors and evaluates the quality, responsiveness, efficiency and effectiveness of construction inspection/project management, delivery methods and procedures; and works with inspections staff on the continuous improvement of construction management services.
Manages and maintains a team approach to project quality assurance in relation to the construction and delivery of infrastructure to be owned and maintained by the City; and ensures consistency in performing construction inspection.
May perform other assignments and handle special projects as requested.
Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.
SUPERVISORY RESPONSIBILITIES Directly supervises the daily activities of Project Inspectors.
Is responsible for the overall direction, coordination, and evaluation of this division.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
May assume supervisory responsibilities for other subordinate personnel when requested.
MINIMUM JOB REQUIREMENTS Bachelor's degree (B.
A.
) in a Engineering Technology, Project Management, Construction Management or related field plus five (5) years of progressively responsible experience in construction inspection field, of which at least two (2) years shall be in a supervisory capacity or equivalent combination of education and experience.
OTHER REQUIREMENTS Knowledge of advanced construction practices and materials Ability to read and interpret civil construction plans and details Knowledge of Algebra, Geometry, and Trigonometry as applied in routine engineering computations.
Knowledge of basic principles of public works construction, inspection and construction management.
Ability to research a variety of information Ability to inspect a variety of elevated and sub-surface locations including utility trenches, concrete structures and storm sewers.
Ability to communicate effectively both verbally and in writing Hold an expert knowledge of construction and building products, construction details, and relevant rules, regulations and quality standards.
Ability to manage multiple projects, meet deadlines, prioritize and organize work assignments, work well under pressure and stress, and make competent decisions.
Hold excellent managerial, leadership, organizational, customer and public relations, personnel management, and budgetary skills.
